Part time sales jobs in Dubai: the permit rules

Most adverts for part time sales jobs in Dubai skip the only question that matters legally: which work permit covers you. In the UAE, part-time is not a scheduling preference. It is a specific permit category issued by the Ministry of Human Resources and Emiratisation, and picking the wrong one leaves both you and the employer exposed. This piece maps the routes open to you by the visa you already hold, what each permit costs, who files it, and the five questions to ask before you accept a shift.

Part-time is a permit category, not just a schedule

The UAE government portal states that MoHRE issues 13 types of work permit, under Articles 6 and 7 of Cabinet Resolution No. 1 of 2022 and Ministerial Decree No. 46 of 2022. Part-time is one of them. MoHRE defines it as a permit allowing establishments registered with the Ministry to employ people under a part-time contract, where working hours or days are fewer than those of full-time employees.

Two consequences catch most candidates out.

The employer files, not you. Dubai's government portal is explicit: the application must be submitted by the part-time employer through MoHRE's official channels, by the authorised signatory of the establishment. There is no self-service route. If someone tells you to sort your own permit for a shift they are offering, they are not planning to file one.

You need an existing valid UAE residence visa. Visit or tourist status does not qualify for any route below. The minimum age is 18, and the profession on the permit must match the establishment's licensed activity.

Four legal routes, sorted by the visa you already hold

You already have a full-time job on a work visa

This is the part-time work permit proper. The UAE government portal states that part-time permit holders may work at another company at the same time as their current company, on a part-time basis, for fewer than eight hours per day, and that applicants must be between 18 and 65 years old.

There is a real inconsistency here. The u.ae page on working for two employers says employees on work visas do not need the original employer's approval, while MoHRE's part-time work permit service page lists a no objection letter from the current employer among required documents. Assume the NOC is required. A show floor is a bad place to discover you relied on the more permissive of two government pages.

You live on a family or spouse visa

Same permit, extra condition. The u.ae guidance states that people residing on a family visa must obtain a part-time work permit with an NOC from the sponsor. Your sponsor's signature is the gate here, not your availability.

MoHRE also runs a temporary and part-time work permit issuance service through Tas'heel for people not already registered as workers. Its eligible categories include government employees, students aged 18 and over, sponsored women aged 18 and over, and the spouses and children of Emirati nationals. If you are on a dependant visa, this is usually the route an employer will use for you.

You are a student

MoHRE's student training and employment permit lets registered establishments train or employ students from the age of 15, with guardian consent required under 18. You need proof of student status, a medical fitness certificate, an Emirates ID copy, a Ministry-approved employment contract, and a no objection certificate from your institution for training placements. You cannot already hold a valid work permit. The permit runs three months, which covers a season of shows and then expires.

The work is one show or one short project

Two options exist and they are not the same. The mission work permit is granted to an establishment recruiting workers for short-term, project-based employment; it runs three months, may be renewed once, and requires that you do not already hold an active work permit. The Tas'heel temporary route covers a specific task within a defined period, capped at six months or the expiry of your current permit, whichever comes first.

What each permit costs and how long it lasts

Figures below come from the MoHRE service pages and u.ae guidance. Fees exclude tax and collection charges.

Part-time work permit, MoHRE service page: federal fee AED 50, free through the MoHRE website and smart app, business centre commission capped at AED 72. Valid one year.
Part-time work permit, u.ae guidance: AED 100 application charge plus AED 500 approval fee. Valid one year.
Temporary and part-time issuance via Tas'heel: AED 100 for the initial approval request, AED 500 for a six-month permit. Maximum six months.
Mission work permit: federal fee AED 50. Valid three months, renewable once.
Student training and employment permit: federal fee AED 50. Valid three months.

The two part-time figures differ because they describe different channels, not because one is wrong. Budget for the higher number and confirm at application. Anyone quoting a fee should be able to say which channel it goes through.

Five questions to ask before you accept a shift

Ask these in order. The first answer usually tells you everything.

"Which permit are you filing for me: part-time, temporary, mission, or student?" A specific answer means someone has done this before. Vagueness, or "you won't need one for three days", answers every other question on this list.
"Is the establishment registered with MoHRE, and is the licence free of violations?" A valid licence with no violations causing suspension is a stated condition on every permit type above. If the licence is suspended, your permit cannot issue.
"Does the profession on the permit match the work I'll actually do?" The occupation must align with the establishment's registered activities. A mismatch here is the most common reason a straightforward application stalls.
"Who pays the fee, and when is it filed relative to my first day?" Filed after the show has finished is not filed.
"What happens to the permit if the show is postponed?" Three-month permits and six-month caps do not stretch. Ask now, not in the week the organiser moves the dates.

What working without a permit actually costs

The u.ae guidance states that unauthorised dual employment carries penalties including fines of AED 50,000 on the hiring company, citing Federal Decree Law No. 2 of 2007. That is the employer's exposure.

Yours is quieter and, in practice, worse. Without a permit there is no MoHRE-registered contract, so if you are not paid, the Ministry's dispute channels have nothing on file to act on. You are relying on the goodwill of someone who has already skipped a legal step. Can I work part-time in Dubai on a tourist visa?

No. Every route described here requires a valid UAE residence visa as a starting condition, whether that is your own work visa, a family or dependant visa, or student status with a residence permit. A visit or tourist entry does not qualify for a MoHRE work permit of any type, and no employer can file one on your behalf against it.
